British Minister Misled Parliament Over US MMR Autism Case

New Labour Health Minister, Dawn Primarolo MP recently misled the English Parliament in a formal  written Ministerial answer given in Parliament to a question from Conservative MP Mark Pritchard about vaccines causing autism. As we now have 1 in 38 British boys being diagnosed with an autistic condition and the problem is costing £28 billion pa, this is a serious matter: [Autism Rates Rocket – 1 in 38 British Boys – Cambridge Study ].

The case of an autistic boy Bailey Banks, as well as the cases of Hannah Poling and Benjamin Zeller number amongst 1322 cases which have been successful in the US Federal Court claiming that children have developed autism and/or suffered other brain damage as a result of the administration of vaccines, including the MMR:  MMR/Autism Cases Win In US Vaccine Court.

Ms Primarolo claimed Bailey Banks whose autism was caused by vaccines and won his case in the US Federal Court on that basis was not diagnosed with autism.  However, Bailey Bank’s diagnosis of “Pervasive Developmental Disorder” is US terminology under DSM IV for what is Autistic Spectrum Disorderunder the International Classification of Disease. HHS (Case 02-0738V, 2007 U.S. Claims LEXIS 254, July 20, 2007)].  Minister Primarolo is also reported to have been sending out the same incorrect information in  written replies to enquiries from British MPs made on behalf of constituents.

Mark Pritchard: To ask the Secretary of State for Health if he will make an assessment of the implications of the decision in the US case of Bailey Banks v. The Secretary of the Department of Health and Human Services for his Department’s policy on the MMR vaccine. [263933]

Dawn Primarolo: In 2007 the United States Court of Federal Claims made a ruling in favour of compensation to the father of Bailey Banks for his non-autistic developmental delay as a result of Acute Disseminated Encephalomyelitis (ADEM) following receipt of measles, mumps and rubella (MMR) vaccine. ADEM is an extremely rare condition that has been reported after rabies, diphtheria-tetanus-pertussis, smallpox, MMR, Japanese B encephalitis, pertussis, influenza and hepatitis B vaccines. The Bailey Banks case has no implications for MMR vaccine policy.

  1. There is one slight fact you have got wrong she did not mislead the English Parliament but the British Parliament.

    England does not have it’s own parliament it is misruled by the British Parliament.

    [ED: Thanks Kev. It is in fact the UK Parliament which is the Parliament of England, Wales, Scotland and Northern Ireland, albeit as you know there are devolved Parliaments for Wales, Scotland and Northern Ireland [and any other bits I might have missed out from that list]. It is therefore accurate to call it the English Parliament, but it is impossible to win on this one because others with strong nationalist politics have complained about calling it the UK Parliament.

    We are also not strictly speaking “ruled” by Parliament. Parliament is the legislature, its passes Acts of Parliament which only become law when given Royal Assent by Her Majesty, Queen Elizabeth.

    We are ruled by Her Majesty but mostly in name only. We cannot really blame her for misrule, because that is effected by the Executive. The Executive is more commonly called the Government [or if anyone wishes to be particularly accurate, we are misruled by Gordon Brown and his New Labour Ministers].

    Gordon apparently relishes resolving crises, which is why he seems to keep plunging us into them. Apparently, someone who met the Almighty was told that Gordon Brown was born so that we would miss Tony Blair. However, that is anecdotal evidence and as it is not in a peer reviewed paper, it is not to be believed at all.]

  2. It is not accurate to call it an English Parliament, that is wrong it is the UK Parliament.

    Scotland is the only country of the UK with it’s own Parliament both Wales and Northern Ireland have Assemblies and England has nothing.

    So Dawn Primarolo misled the UK Parliament, their are many people in England campaigning for an English Parliament to run England’s affairs.

  3. For what it’s worth, I’m totally with revinkevin on this one. It’s the UK Parliament. There are no grounds for calling it the English Parliament because there is no such thing. There is such a thing as the UK Parliament and that is where Dawn Primarolo got up onto her hind legs to lie to the assembled English, Scottish, Welsh and Northern Irish MPs.
    Everyday I hope and pray that I will live to see the day when Scotland is independent so I’m at a loss as to why “others with strong nationalist politics have complained about calling it the UK Parliament”. I can’t see why any Scottish nationalist would complain about that – it says UK Parliament on the tin and that’s what it is, whether we like it or dislike, support it or want to be rid of it.
    It’s not a pedantic point either: there’s tons of great information on this site but there are few greater turn-offs for the majority of Scots (nationalists AND unionists) than the hugely irritating use of the word English as a synonym for British. Even ardently unionist Scots of my acquaintance invariably are annoyed by this.
    The bottom line is that I’d be reluctant to share this particular article with people who are beginning to question the supposed wisdom of vaccinations. The moment they see the UK Parliament described as the English one (which last met in 1707), they quite reasonably think, “Well, if they can’t even get that right…”
    Getting things wrong is not the best way to educate people.
